Default players who limp and fold to a raise preflop

Often I see players limp from any position, then fold to a raise preflop. I have no idea of what to make of this. How should this effect my read on him? all thoughts welcome

It tells you

1) this guy has no idea how to play
2) this guy's preflop limps should be raised liberally. One extra SB of dead money is pretty huge if you've got a playing hand.

Where do you play at? I almost never see that even at low limits, although I did it once myself when I accidently hit the wrong button.

i see it all the time at party 1/2 6 max and even at 2/4 full. its not rare at all.
