Simple answer:

"House players" are usually employees sitting in on-the-clock to try and keep a game from breaking. They're NOT playing with house money, they're playing on their own dime. I work as a dealer, and this is part of my job, too. I am one of those dealers that doesn't lose money on this bargain (I strictly aim for "break-even" when I play as a shill -- no beating up on players, no stupid suckouts, just solid even-money play). However, the unfortunate reality is that many dealers are still just plain bad players, and they will play just as badly when shilling for the house as they do when off-the-clock. Adjust your play accordingly.
