Well, I'd try working backwards from my final position. I'm guessing that in the final paper you're going to argue against the 10% commission or for an increase in the commission.

So, if you want the three papers preceding it to support your argument, you need to consider the issue of why the commission exists and how it impacts the people who play the games charging the commissions.

Perhaps something historical on gambling in the US and in Oklahoma. Followed by something on the social impacts of gambling. Perhaps something on taxes and gambling laws.

You can see that this might sound kind of dull, but it should be possible to make it interesting reading.

Also, you'll want punctuation in the final paper. :-)
