I think you are very wrong here. If he has anything here, he has reraised all-in preflop. When a player keeps a small amount of chips, it is usually to try to scare you after the flop...

Right. The "flat call, move all-in after the flop in 1st position no matter what comes on the board" move is now so common, nobody buys it anymore. Anyway, the pot-odds are there as well.
