i have a Q regarding no limit tourneys.. in a hand with pre flop raises and little or no betting after the board has been dealt, perhaps a small bet on the flop and there are no bets after the river,...

the flop was 2-2-2
a local dog track holds daily tourneys, $45 buy in, no rebuys, start with 1500 units, blinds start at 50/100 go up every 15 minutes, top 10 get paid..
at this point in the game i have 2200 in chips,...

straight 2, always capped =
in florida, specifically miami, the game is straight 2.. (some places deal 1/2).. the rub here is that more often than not, betting is always capped at 8 pre flop.. it becomes like "lotto poker".....
