I know the fact of having 4 of a suit in your hand weakens your flush possibilities, so is this still a raisable hand?

Sure. Go ahead and raise. You might have to dump it if big cards come, but you've still got a draw to the best low, a straight draw to scoop, and possibly a flush draw to scoop too.

Treat it as you would a rainbow A245 and raise on the button. It will get some extra $ in the pot - which is good for you.
