Default Bounty tournaments- unfair to the targets?

Is it an advantage or disadvantage to be a player with a bounty posted on your head?

What if there are only a few "Most Wanted" players and everyone knows who they are?

I'm guessing its an overall advantage that increases your variance. Of course, you do lose EV relative to the field because there is no chance that you can collect your own bounty.

Some places let you keep the bounty yourself if you win the tournament.

Have you seen an example of a tournament that has a limited number of bounties for non-sponsored players? ie shooting stars has the special guests, and some tournies bounty everyone but I haven't actually heard of one in between.
