Default Party not Paying Affiliates

I saw this on RGP :

A friend of mine signed up as an affiliate, selected the fixed bonus,
signed up 34 players and NOW PARTY POKER WILL NOT PAY, saying:

"As mentioned in my previous mail, ever since 24th of November , there
has been no increment in the rake generated . We have reasons to
believe that players from your account looks suspicious. We are
holding your payments for some time."

TOTAL RIP OFF. PartyPoker broke their agreement saying his players
didn't generate enough of a rake. He invested $1700, and they are NOW
only offering him $510. (TOTAL GENERATED RAKE)

Partypoker's word is worthless. Those of you offering $50.00 free
Expecting $75 should beware, that PartyPoker will not pay you the guarantee $65-75.

ARE ZOO affiliates running into this problem? This is very poor for Party's rep and could hurt the continous stocking of da fishies....

I would guess it is more likely that his friend was the guy who spammed the tables a month or so ago.

What i don't understand is why he wants the 75$ commission instead of the % commission. If a player plays just one month he have also more revenue then the 75$.
So if this 34 players just generate 510$...yes that look suspicious a lot...i generate more rake then that alone in a month...lol
