Here is a good marksmanship program that needs to be expanded.

The Civilian Marksmanship Program (CMP). Currently it helps all civilians with emphasis on youths (must be 18). I think this program should be expanded to include all High Schools and all youth should learn rifle marksmanship starting at age 16.
