Default How poker was legalized in Cali?

Can someone give me the quick and dirty run down on how poker was legalized in Ca? I have been googling but any search with the word poker comes back with tons of crap. I would like to start something similar in my state. Thanks.

It's a multi-step process...

First, become governer of your state.

Then, check back in and I'll give you step 2...

Poker was dexclared a 'skill game' (vs. a game of chance)

i.e. Chess v. Craps.

Games of skill are legal, Games of chance are not
