Default Five Stud End Bet Rule

Has anybody ever come across the 'no betting a cinch' rule on the river at 5stud? I take it that it only applies to the high board and that once someone else has bet that the high board can raise?

No, but it seems like a terrible rule.

What's next, the "No Hitting a Hanging Curve" rule in MLB?

I've ran into rules like that in declare home games where if there are (for example) 3 hands on the river and nobody is going for the scoop then the hand going the unique way can't raise. I've never seen it in a straight high game and I've never seen it in a casino.
