Default Fold a set to CR?

I was not the Hero or the Villain in this hand. I am posting the hand to prove a point. Table is down to four players. Hero in this hand has $2500 in chips. Villain in the BB has him covered.

Preflop

Hero raises to $400 on the Button with red jacks. SB folds. BB calls.

Flop is TJQ rainbow. Villain checks. Hero bets $400 (half-pot), leaving himself with $1700 behind. Villain check-raises all-in. Hero folds.

You should assume that Villain is a typical $20 buy-in SNG donkey. Fire away.

No way do I lay this down 4 handed. I have outs vs. AK, K9 and 98. He could have QJ/QT/JT/KQ/KJ/KT/AQ/Q9/J9/T9/AA/KK easily. AWL EEN.

Come on guys, we can do better than this. How would you rate Hero's fold on the flop on a scale of 1-10, with 1 being "brilliant" and 10 being "only a total fvcktard would play this way".?
