Default Error deleting file or folder

I get this error message all the time when I'm trying to delete something.


And I am 100% sure that there is no program open using anything in this folder. I am certain of this because the folder is empty in this case. I know if I reboot, it will fix this and I will be able to delete it, but I was wondering if there is an easier way to fix this without rebooting.

I cant see the picture but im assuming its the error that says somethign like "this file is readonly or another program is accessing it" Try right clicking on the folder/file and chlick properties, make sure the box that says read-only is NOT checked, if it is uncheck it hit ok and try again. If not then something somewhere is accessing that folder and you will have to reboot.
