I'm not sure I understand your question, so let me put what I think you may be talking about into my own words.

You have a certain amount of tips for the night in a pooled tipjar, let's use your example of 650.

You want to divide this money by hours worked by the bartenders and the "barbacks" (essentially busboys, right?), however the bartenders should get double (per hour) what the barbacks get.

If this is correct, just divide the barback's hours in half, add those hours in with the bartender's hours, and divide up the tipjar by that figure.

To make it simple, let's say that your bartenders worked 60 hours while your barbacks worked 10. Divide the 10 by 2 to get 5 hours. Add the 5 barback hours to the 60 bartender hours to get 65 hours. Divide the 650 in tips by the 65 hours gives you 10/hour. Pay the bartenders 600 and the barbacks 50.
