Default Latency Problems

I'm recently having terrible latency problems when playing Counterstrike (it's rare that I do, but occasionally if I have time to kill). I moved from Chicago to Phoenix a month ago or so. In Chicago I had no problems whatsoever and probably had the best latency on almost any server. Now here in Phoenix it's usually greater than 200 which makes that game, and any other, pretty much unplayable. I'm using the same computer (1 GB RAM, Radeon X300 video card) at both locations and I have whatever is called "high speed internet" in both locations. What's the problem here?

I can't think of anything else than crappy connection. And with crappy connection I don't mean slow, but one that doesn't work steadily and so on. Or then there is something on your computer that is using the bandwidth and the ping increases because of it.
