Default East Coast Hold\'em vs. West Coast Hold\'em

I've seen posts on here which show differences in Low/Mid Limit Hold'em on the East Coast and the West Coast. The differences that I notice from the posting that goes on here is that games seem more passive on the East Coast and a Ram & Jam game on the West Coast. Why is that?

I play in Atlantic City and to be honest the 10-20 games are passive, by passive I mean not much 3 betting.
There is some 3-betting before the flop, but there is hardly any 3-betting on the flop and it's almost unheard of on the turn/river. Of course there are exceptions to this statement.

My main question is the low-limit games, like 2-4, 3-6, 5-10, all the way to 8-16. Are they ram & jam on the West or passive like the east?

Why is there a difference in this game which is exactly the same game but in different regions there is a different approach or different style?

Does anyone have any insight on this?

Has anyone witnessed both sides?
