We play with T10,000 in our weekly tournament. Blinds start at T100/200. So it seems reasonable that he might be doing something similar.

Yup. In our tourney since it's fake money we have T$100,000 just to take the piss. There's also the side benefit of they're being no way to confuse the tourney values with cash values.
As far as those chips the stamping job was crap, but it's probably the chips. GIGO. |

They were probably damaged during shipping, not during the stamping process. You should be able to have them replace the damaged chips + tell them to ship some way that they wont get damaged.
