I thought that was an odd rule. Why would the person winning make a deal from less the 10K?

No..it means that you have to leave 10k from the prizepool for people to play out for 1st.

Fairly certain the rule means that you can only deal with the amount left in the prize pool less $10,000. I.e., the actual winner gets at least that much (not referring to who is winning when deal is made).
