His turn bet means: "I got a weak pair or worse, if you raise me I probably call the turn and at the river you are in for a tough decision whether to bluff all-in, because I'm an idiot and might even call your river all-in though I only have a sucky pair that you could not beat"

What to do? Raise the turn? How much? I know I did not play this ok, good draw against weakness must be +EV even if I miss.
