Why is 2+2 censored?

I'm not talking about moderators removing irrelevant posts that are out of place in a certain forum. I mean why isn't there swearing / nudity / whatever else allowed here? You have to be 18 to gamble (21 some places) so why doesn't the fora (forums? foras?) have one of those "YOU MUST BE 21 TO ENTER" front pages and then let us go hog wild with our [censored] [censored] bitch cunts and pictures of tubgirl (ok maybe that's a bad example).
