Pretty sure big stack is raising any two or at least any face card.

Very very easy fold. This is an SNG mistake to play this hand.

As the second stack, with twice as many chips as short stack and 1.6x as many as third stack, the likely edge you have here, assuming he is raising any two, is too small to push. You have 7BB left, fold and steal away.
