Default Paper toilet seat covers

In the mens room at my office they have those wax paper sanitary toilet seat covers.

When I use them I tend to rip the 3 attachments to release the flap in the middle and put that side on the front of the bowl with the flap hanging down. I'm assuming this is the correct placement/usage of these things.

Does anyone not detatch the hole and let the "log" force it open? That seems unsanitary to me.

What is the correct way to use these things?
