Default Is this against the rules ?

Two big stacks at this table were talking in the chat box about staying out of each other's pots. THey both agreed not to play a pot together in the chat. Is this OK ?

I dont think there is anything wrong with saying something like "didnt want to get involved against the other deep stack" but agreeing to never play a hand against another player is collusion and should be reported.
