What are sites are the best for STT and MTTs

For someone that has a pretty firm grasp on how to play which sites offer the best chance for success while at the same time being decent sites to play on? I am talking the 10 to 20$ buy in levels.

and I realize some might be better than others for different things the categories are

Ring Games NL and Limit:

I normally play on Poker Stars, and have only tried Ultimate bet a little. I liked the UB tournaments.
