Default Can I pay federal but not state tax and get away w/it?

I did my taxes on Turbo tax and found that I'm due a small refund from my federal taxes but owe money for my state taxes. So, I thought the idea of stiffing NY state and get my money from the federal gov't was kind of appealing.

Anybody work for the IRS or know anything about how my state and federal taxes are treated differently? If I can get away w/it I will, I don't have much of a moral issue here.

(1) I live in NY and plan to live here for a few more years.
(2) I filed NY state taxes last year

I plan on paying it, but, if there's anyway around it, I'd like to know?

I'm sure it is totally worth it to not pay.
