Default 99 4 handed...RAISE OR CALL

Prty 25 nl...(6max)--4 players at table
hero is dealt (9,9)

hero is UTG. SB posts .25 BB posts .50. Hero raises to 2....

IS THIS A RAISE OR SHOULD I HAVE JUST CALLED

I raise 99 in all positions unless I'm on a TAG'ish table.

My standard raise is $3 at Party NL25 though.

Medium PPs are hands I have real trouble with at NL.

I used to play SnGs and had no problem raising preflop with a 99, but now I play SSNL, I tend to limp.

Isn't it normally the case that, if you get callers PF, the flop is likely to bring overcards and you're likely going to get bet into? At that point I don't know where I stand - it's pretty likely I'm beat.

I tend to play medium PPs for set value only, and basically treat 99 no different to 22. I'll usually raise TT if limped to, and of course raise JJ and better. But 99 and down I get nervous.

Could you tell me where I'm going wrong here?

definite raise.

in fact, i will not limp any hand 4-handed (except if i'm the button and utg limps). i'd rather give myself a chance to steal the blinds or take control post-flop. so i'd raise 22 here, and 99 is a definite raise.
