18 and Under Holdem Tournaments?

Every sport/hobby has junior divisions. Is poker the exception because its considered gambling? What if there wasnt money involved directly. Say no buy-in, and instead a prize for first place similar to billards?

Ive never met anyone near my age who deal cards correctly, let alone bust up the Prima 10/20.
