Default what is a cutoff?

Can someone please explain to me what the cutoff is in Hold Em. I heard one player say it is the position to the right of the button. Please explain if this is correct thanks

The cutoff is the person to the right of the button. The reason he is called the cutoff is because you will often raise from this position in order to have the button fold, and then you essentially become the button. You 'cutoff' the button
