Default Loose passive BB

Let's say it's the bubble and it's been folded to you in the SB. UTG and Button both have 2000, you have 3000 and the BB has 1000. The blinds are 50/100.
The BB is extremely loose-passive. In fact, he is so loose that he will call any bet from you with any two cards. However, since he is also extremely passive, he will never raise you.
With which hands would you push?
With which hands would you make a smaller raise?
With which hands would you just complete the SB?
