Default Desktop Question

Is there any way to lock the desktop wallpaper so that it cannot be changed? Maybe somehow make it a read only file?

Thanks.....

PS I posted this at the request of a friend who will put my new hard drive in.

The only way to do this is by setting the permissions for a particular user in windows. i.e. there would be an administrator account that controls everything, and another account that you can specifically configure to be unable to change system settings. Other than this, there is not a way that I know of. A read-only file will not help since the desktop wallpapers are not being written in the first place.
