Default Bubble hand question

Down to 4 players, blinds 100 - 200

UTG t4500
Button t1000
SB t700
BB t1800 (Hero)

I have 99 in the BB. UTG raised to t700. Button and SB fold. What is the right play here? Is there any justification in folding, given the other players' stack sizes? I think this is fold or all in territory with this hand, but I'm not really too eager to get into a coinflip with the chip leader when there are two players getting so short stacked. (I don't see calling, missing the flop, and being even with the other two short stacks as an option.) Can a fold be justified here or is that just weak? I actually folded here, but didn't feel too good about it.

Calling is definitely not an option, and if you push, UTG will surely call. I think you did right to fold here and your reasoning is exactly correct.
