Reraise the flop. He could be raising with top-pair, figuring you for AK and a miss--he could be on the spades. You also have the added value of making the draws pay dearly, make em call 2 cold.

If he caps the flop, then slow down. But a little flop raise from a player in LP with a draw on the board is no reason to slow down, IMO.
