Intertops affiliates - am I being lied to?

From a Eurobet affialiate trying to woo me into his/her flock:

"Intertops percentage will actually be half of what you should actually get. No intertops affiliate can offer you that percentage as the highest they get is 35% and that is actually 17.5% (they deduct 50% for house rake)."

Isn't the house rake 100% - 35%? Am I missing something? Or are lies and betrayal afoot?
