Does this bet make sense to anyone?

super loose 2/4 game semi aggressive. 8 players see the flop for 1 bet each.
8 players (8 sb)
Flop: Q [img]/images/graemlins/club.gif[/img] T [img]/images/graemlins/diamond.gif[/img] 2 [img]/images/graemlins/club.gif[/img]
MP 2 opens, 3 calls, button raises, 1 fold, 2 cold calls and everyone else completes

7 players (11 BB)
Turn card: 7 [img]/images/graemlins/diamond.gif[/img]

everyone checks to the button who bets. everyone calls.

river is a brick, everyone checks including the button. BB has QJ and thats the winner.

I looked in hand history and the button had 7 [img]/images/graemlins/club.gif[/img] 9 [img]/images/graemlins/club.gif[/img]
The flop raise seems reasonable, although with this many people in the pot...larger clubs are certainly possible. The turn bet makes no sense to me. His hand still needs to improve to be any good, why not take the free card as a bet is not going to win this hand here. Luckily no one had much of anything and he did not get check raised. What am I not seeing?
