Cap the flop. CO is almost all-in, so if he's an avg. party player his raises mean absolutely nothing. Raise the turn. What hand are you afraid SB has? Calling the river on a double scare card is fine - a better hand will 3-bet ya.

i'd cap the flop and then call down if SB still leads the turn. he checks-calls a capped betting round (if you capped), then suddenly likes his hand. a raise won't present anyone with multiple bets to encourage a fold, so you only open yourself up to a 3-bet when you are beat.
