Calling min raise from blinds

What is the minimum a person should be calling with from the blinds. SNG $30 and under say the situation where stack size not an issue, one player opens for a min raise one other caller to the blinds.
What to do with hands like A5o, T9o, 22, 67s, etc. in the BB and SB.
What kind of hands would you reraise with.
