Default Judging online opponent quality by bet size

Anyone else notice that poor players generally raise the default amount (1BB on PS) when they have cards pre-flop? I know there's many ways to spot fish online but seems pretty consistent. When I see someone take the time to adjust their bet size to 4x BB I know they at least have a clue.

Perhaps this is obvious... I'm pretty new at this.
