I'll generally fold to this the first time...you raised which oftentimes means AK...at least most opponents put you on that as a probably hand...maybe AQ. Flop comes KQ9 which hits most raising hands....yet he raises you anyway. To me that means something like 999, KQ, or J10. People love playing J 10, also people call raises with 99 for set value, and KQ is frequently seen calling a raise...all of those have you beat...I probably fold here the first time....if I see him taking frequent shots at me with raises then I make a stand somewhere, but not on the first time.
