At lower limits my aggression was pretty high but it has now drifted lower. Some of this is deliberately rope and dope policy but I am sure I have gone too far and am trying to crank it back up

I bet the river.

I am sure some people will advocate raising the turn, but I am not sure.

Without a read I go into call/bet when checked to mode.

I think this hand is perfect for showing when to value bet or not. I think it is here (river, heads up, marginal hand) where one's winrate can be significantly effected. Typically, I've been checking this river, figuring I'll only get called by a better hand...and this is/was my leak.
Now...in this particular case, checking may actually be correct, because it appears this player may be good (tight, aggressive, decent stats, etc). Also, he's leading the turn after you three bet the flop (probably betting a safe turn card vs. betting an improved hand...but, something like 54 is possible)

He might have:
1.) A busted draw (something like 87); A bet gets you nothing
2.) A stronger J; A bet loses 1 big bet
3.) A king; A bet loses 1 big bet
4.) A strong hand (two pair, set); A bet loses 1 big bet (2 big bets if you can't get away from his CR)
5.) A weak pair (either an underpair or paired the 9 or 5); A bet might get you a call, but he's probably good enough to get away from his hand when an additional over card falls on the river
6.) A weaker J; A bet probably gets you 1 big bet

Against many players, I'd say to bet this river...and you'll get called by a weaker hand (somthing like 66 or A9). You simply (laugh) have to figure out what type of player you're up against. Some will only CR the flop with top pair (or better) while others will CR with any sort of hand (or bluff) figuring you missed.

One of my favorite plays is to call his chk/rz flop and then raise his turn bet. I find that I get an extra 1/2 bet out of bluffers. Your turn line is fine, but you should be betting that river.
