Default Party messed up atm?

At the only Sng I see that is open to registration the players are entering and leaving the seats non-stop. That happens for everyone?

This happened to me. Goddamnit.

Has this every happened before? How do they handle refunds?

If a SnG is started they will divide the buyin (and rake?) among remaining players.
