How does rake rebate work?

Hi all.
Browsing throught the classified, I am a bit surprised of the high rake rebate offered. Looks like the afiliate give back almost all the money they make through your play?!?
If yes. how do they make money?

Example: Affiliate gets paid 30% of all rake generated by users they sign up

They then cut back 20% of that to the user

User saves 20%. Affiliate makes 10%.

The tihngs is they give back quite a lot, something like 29-30% on certain party skins, so i was a bit surprised. Guess they just negociate very high cuts with the website...

The more signups they get, the better their deal

I know a guy who runs a small rakeback deal. He gets 25% from William Hill, and therefore generally pays out 20% to his users. But he's just been upgraded to 30% because he reached a volume threshold (I'm not sure how much that was)
