I would say best SD now is superfun, which unfortunately requires significantly different basic strategy. But all cards are dealt up, several casinos host it, and you get good penetration with some dealers.

Common belief was that superfun was a carnival game, but casinos now seem to be aware the game can be beaten.

I don't have any recent personal experience, but from what I read, the downtown-area casinos (especially El Cortez, Plaza, and the "off-the-beaten-path" Western) are your best option for good pen with decent rules, but larger action will definitely be noticed, and short sessions are generally advisable. Bonus points for the opportunity to profit from mistakes of break-in dealers.
