BB was loose and extremely short-stacked. When he bet on the river he had 40cents remaining.

Should I have bet the flop? I checked to see how much action there would be, and to possibly C/R isolate a late position bettor.
Should I be folding the turn? There's two possible flush draws out there and hitting my jack gives a straight to anyone with a 9. During the hand, I called without realizing there were two flush draw possibilities. I thought I had enough to continue with my gutshot outs and trip outs. In retrospect, I'm thinking I should have folded on this turn.
My initial plan on the river was to fold unimproved. I wasn't going to overcall with mid-pair jack kicker. When MP folded, I thought more about BB's betting. He's extremely short-stacked, so he doesn't really need a queen here. I've seen plenty of short-stacks bet and raise flush/straight draws hoping to put themselves all-in, and they have more fold equity that way. I reluctantly called because it's a big pot and there's some doubt in my mind he has me beat 85% of the time here.
