Default Too fast?

I have T [img]/images/graemlins/spade.gif[/img]9 [img]/images/graemlins/diamond.gif[/img] in CO in 100$ NL, 100$ stacks.

No reads--1st hand

6$ pot-- 6 ways
Flop 7 [img]/images/graemlins/spade.gif[/img]8 [img]/images/graemlins/diamond.gif[/img]J [img]/images/graemlins/club.gif[/img]
-- checked to me, I bet 4$, MP2 calls

pot 13
-- turn 2 [img]/images/graemlins/diamond.gif[/img]
-- he checks, I bet 7$, he CR's to 21, I raise to 55, he folds....

Do I need to 3-bet so much? A small raise to like 40 felt right here-- and then go for his stack on river. Does it matter?

When someone check raises me and I have the nuts, I always like to three bet. However, I wonder how much of the time a c/r is actually a bluff and how many times it is a value bet. I have a feeling that bad players c/r as a bluff a lot of the time on the turn.
