Default Betting in Texas v. Omaha/8

I read somewhere that most of the betting in Texas, most of your real decision, comes on the flop. Omaha/8 by comparison, I've heard, sees the big bets coming in after the river. ((these are pot-limit and no-limit games I mean))... is this true? And if so, is it b/c the river card in Omaha/8 can change things so drastically whereas in Texas things are more predictable after the flop?
