First of all the US has had 8 straight quarters of positive GDP growth and certainly this quarter will be positive as well. Nobody is even predicting a down quarter for 2004. In light of the rebound in the depressed US manufacturing sector nobody can remotely call the current economic environment in the US a recession. Second of all the corporate scandals occurred during the Clinton administration. Arthur Levitt, Clinton's SEC chairman, lays the blame on the Republican controlled Congress in the 90's. Robert Rubin, Clinton's Treasury Secratary, is now a top exec at Citigroup (the largest US bank conglomerate) who got a slap on the wrist IMO for their role in the Enron scandal. Perhaps that's why Rubin is there who knows. But laying Enron and WorldComm on Bush is utterly ridiculous.
