I think it has much more to do with shortsighted and indifferent management. Poker room managers aren't always the brightest, and the property GM likely doesn't care enough about poker to pay much attention. That's pretty common everywhere but Cali (where Poker is the primary income source).

it's not actually hard to grant favors even with an electronic board by just directing said player to an open seat without announcing it.

Poker room: "How about an electronic board..we would need software/computers/a few plasmas."

Property GM: "You're already getting a new chair and BRAND NEW clipboards! Goddammit, that's enough"
