Default Blind vs Blind in Tourney Situations Table 3

Can somebody explain this to me better?

Maybe using some examples from the chart because I'm not really grasping it from what is written.

Basically you are pushing any two cards unless the stacks are fairly small. If the stacks are 5BB or higher then you are pushing with any two. At 4BB you would not push 83o,82o,72o,62o, and 32o. The blue boxes with white text say "more than 4BB" and so we push it with 5BB but not 4. With only 3BB you would stop pushing 92o and 42o as well. Hope that makes sense.
