Handcuffing Yourself to a Briefcase

i would think doing this would only encourage someone to mug you with a bolt cutter.

What amount of money or personal possesion would make you yourself do this?

I heard a story that when Reagan was shot, the Secret Service agent who carries the nuclear codes got separated from everyone else and was walking around some very bad neighborhoods of DC with the briefcase handcuffed to his left hand and had his gun drawn in his right.
