Preferred Player on Empire

I saw the link under the "cashier" menu for a "preferred player application. I couldn't find any info on what this is though. Does anyone know what it is or if it's worth it?

It confirms your information is pretty much what it does. It gives you pretty much instant cashouts then and I also believe you get $10 bonus when you complete it.
